Incline Village windows: glass ordered for altitude and checked for glare onto the lake
In Incline Village, unscreened glass that glares straight onto the lake is held to a reflectivity limit, and in the fire district's interface areas a re-side past a quarter of the siding must be ignition-resistant. The glass is ordered for the thinner air from 6,225 feet up.

The glass rule
The county's Tahoe glazing sentence, and TRPA's 11 percent reflectivity standard
Washoe County's permit exemption for a same-opening window or door swap (item 15, scope 100.105.2) ends with a sentence on the Tahoe basin, Incline Village included: doors and windows there must also meet the glazing requirements as defined by TRPA, the Tahoe Regional Planning Agency.
The county gives no figure. The one it most likely means is in section 66.1.6.A of TRPA's Code of Ordinances:
"Reflectivity shall not exceed 11 percent on all unscreened glass or glass-like windows, railings and other building features that directly reflect sunlight glare onto Lake Tahoe, a scenic roadway unit, or a scenic recreation area."
Which panes it reaches
The standard reaches surfaces that throw glare straight onto the lake or a scenic road or recreation area; section 66.1.6.C exempts glass that trees or the surface's angle keep from doing so. TRPA amendments in force since 26 November 2023 carried its reflectivity limits beyond the lakeshore zones, so a house set back from the water can still fall under it.
Where the documents leave a gap
TRPA's own exempt list (section 2.3.2.C) calls replacing windows, siding and doors ordinary maintenance, and nothing we have found squares that with the county's sentence. With no document settling whether a given pane must meet 11 percent, we ask the manufacturer for the exterior visible light reflectance (the share of daylight the glass throws back outward) of each pane facing the lake or a scenic road, and put it in the written scope. TRPA's shoreland design review already scores lake-facing glass on the manufacturer's visible light reflectance.
The build era
Mostly built before 1990, and the 2024 fire code that can decide the re-side
Incline Village was planned from the start: TRPA's 1996 community plan records the Crystal Bay Development Company buying 9,000 acres in 1960 for a designed residential and resort community. Nearly three in four of its homes predate 1990, and the median year built is 1981, by the Census Bureau's American Community Survey estimates for 2020 to 2024.
The quarter-of-the-siding trigger
The North Lake Tahoe Fire Protection District's 2024 Lake Tahoe Nevada Wildland-Urban Interface Code took effect on 1 January 2026. Inside its wildland-urban interface (WUI) areas, where houses meet burnable vegetation, replacing more than 25 percent of the exterior wall covering requires ignition-resistant construction. That makes the cladding a code question rather than a style one: the replacement has to qualify as ignition-resistant construction before it is ordered, and the district decides which addresses are inside; its answer goes in the written scope.
Colour, where the house can be seen
Where a house is visible from TRPA's scenic travel routes, recreation areas or bicycle trails, its siding must follow section 36.6.1.D: subdued earthtones that blend with the backdrop, at set Munsell values (a lightness scale).
The air pressure
Insulating glass sealed lower down arrives at the lake pushing outward
An insulating glass unit, two or three panes sealed around a spacer (the strip holding them apart), keeps the air pressure of wherever it was sealed. Window + Door magazine puts sea level at 14.7 pounds per square inch and 5,000 feet at 12.2, so a unit sealed lower down reaches the lake, near 6,225 feet, pushing outward. Cardinal Glass Industries, which makes insulating glass units, warns in bulletin IG13 that it can fracture or lose its seal.
A capillary tube relieves it, and can cost the argon
Cardinal recommends capillary tubes (a very fine tube through the unit's edge that lets the pressure even out) for high-altitude work. Argon, the insulating gas between the panes, escapes through the open tube, and Cardinal says there is currently no dependable way to seal one off, so it sells no argon-filled high-altitude units. A brochure U-factor (how fast a window loses heat) for an argon unit does not describe a tubed one.
Product and size decide which units need one
No single elevation applies. Andersen requires tubes on every unit at 10,000 feet or higher, says smaller units may need them lower, and sets its limits by product and size. A small bathroom window can need a tube when a larger unit in the same house does not.
Tempered glass carries a bow of its own
Most equalising happens within 48 hours, Cardinal says, but tempering itself can leave a permanent bow, and grilles between the glass of a tubed safety glass unit can show a visible gap. In the district's interface areas, tempered glass is one way to meet the glazing rule for IR1, the strictest ignition-resistant class (section 504.8 of the 2024 International Wildland-Urban Interface Code, unamended by the district), so ask how grilles will sit in a tempered unit at this altitude.
The six lines
The question each of our six lines has to answer at Incline
| Line | Supplies | The Incline question | The catch |
|---|---|---|---|
| Alside | Vinyl windows and vinyl siding | Windows: the maker's tube and reflectance answer, size by size | In WUI areas, a vinyl re-side past 25 percent runs into the ignition-resistant rule |
| Andersen | Windows and patio doors, wood to vinyl | Capillary-tubed high-altitude glass, limits set by product and size | Tubing can cost argon and some thermal performance |
| Codel | Steel and fiberglass door systems with glass inserts | Door glass, so IR1 reaches it in WUI areas | Lake-facing door glass gets the window's reflectance question |
| James Hardie | Fiber cement boards, panels and trim pieces | Fiber cement, where an ignition-resistant re-side applies | Colour must still suit TRPA's earthtone rule where seen from a scenic route |
| Jeld-Wen | Windows and doors in vinyl, wood and fiberglass | Several frame materials; the tube and reflectance answer comes per series | The written scope names the series each answer applies to |
| LP SmartSide | Engineered wood boards, panels and trim pieces | Engineered wood; on an interface re-side it must count as ignition-resistant construction | Fire listing checked product by product; the written scope names the exact one |

Before the measure visit
Every unit measured, because tube limits follow product and size
Our Sparks shop is 37.6 miles away by NV-431, about 54 minutes on the map on 16 October 2026. The measure visit collects what the order turns on:
- Every opening measured, since tube limits go by size
- Which panes face the lake or a scenic road, and what screens them
- Where safety glazing calls for tempered or laminated glass (its interlayer holds the fragments if it breaks)
- How much of the house's siding a re-side replaces
The written scope then lists each opening's series, glass package, tube or no tube, gas fill, glazing type and, where it faces the lake or a scenic road, reflectance.

Down from the basin, where other rules decide the job
Outside the basin, Washoe County's TRPA sentence drops away.
Ordering questions
Questions to settle before an Incline Village order goes in
It depends on the unit. A capillary tube is a very fine tube through a sealed glass unit's edge that lets its pressure even out at altitude. Manufacturer, product, where the glass was sealed and size all count: Andersen requires tubes at 10,000 feet or higher and says smaller units may need them lower. We ask the manufacturer about each size and put the answer in the written scope.
Only in a unit built without a capillary tube. Argon, the insulating gas between the panes, escapes through an open tube, so the glass maker Cardinal sells no argon-filled high-altitude units. For a tubed unit, compare the U-factor (how fast the window loses heat) of the unit as built.
11 percent or less where unscreened glass directly reflects sunlight glare onto the lake, under a Tahoe Regional Planning Agency (TRPA) cap that also covers roads and recreation areas it lists as scenic. How that applies to a like-for-like swap is not spelled out, so we ask the manufacturer for the visible light reflectance (the share of daylight the glass throws back) of each pane facing the lake or a scenic road and put it in the written scope.
The material, inside the North Lake Tahoe Fire Protection District's wildland-urban interface areas. There, its 2024 code requires ignition-resistant construction when more than 25 percent of the exterior wall covering is replaced, so the new cladding has to qualify before it is ordered. The district decides which addresses fall inside those areas.
